Details of Project / Requirement / Role
2.1 Requirement/Background
To deliver a portfolio of sourcing activity aligned to HMRC objectives working collaboratively and providing professional commercial leadership to business customers

2.2 Key Tasks and Deliverables
• Providing support to establish and maintain supplier relationships and manage and influence sourcing processes
• Support the Senior Sourcing Specialist in implementing, applying and enforcing compliance to sourcing policies and processes
• Deploy sourcing events so that HMRC can optimise the value in the competitive market place
• Support delivery against the sourcing pipeline through early engagement with Lines of Business and advise/guide the business in the development of ‘fit for purpose’ specifications
• Engage effectively with the market to inform current or future procurement strategies

2.3 Key Knowledge and Skills (Experience):
• Strong digital skills across a wide range of platforms
• Good knowledge of procurement processes and the commercial arena
Procurement policy and EU procurement regulatory framework imperatives - Developing to Practitioner.
• Understanding and implementation of commercial drivers and procurement policy objectives, applying them in sourcing projects and operations
Organisational specific process and strategies and their alignment with cross government policy objectives and targets - Developing to Practitioner
• Implementing efficient organisational- specific processes, governance mechanisms, security requirements and strategy to deliver efficient sourcing operations
Procurement project resource deployment and utilisation - Developing to Practitioner
• Procurement Project management and team mobilisation
Pre-procurement market engagement - Developing to Practitioner
• Identifying and understanding business needs
• Benchmarking against current provision through market analysis
• Engaging with suppliers in the marketplace
• Developing the business case
• Understanding IPR issues
• Develop commercial models and alternative procurement routes
Executing the Sourcing strategy -Developing to Practitioner
• Developing the sourcing strategy
• Developing the specification, evaluation criteria, terms and conditions as part of the bidders pack
• Issuing OJEU notices and publishing bidders packs
• Deploying e-sourcing tools to support the sourcing process
• Supplier clarifications
• Bid evaluation
• Supplier dialogue and negotiation in complex procurements
