Role Purpose:

This is a short overview of the role including the context of the role within the team/department and an overview of the aims of the job.

Responsible for the daily management and operation of an allocated area of work and to provide guidance, advice and support, as the professional specialist lead, to ensure a high quality service that delivers value for money for its customers in line with legislative requirements and the council’s policies and practices.
The post holder will play a key role in leading and driving Projects and Programmes discipline, including development and improvement, business efficiency and cultural change. This role will play the pivotal role in planning for, and delivering the Major Infrastructure and Growth delivery including all capital infrastructure work to deliver an ambitious capital programme with improved quality of service within the required timescale and allocated budgets.

Work will cross funding various streams including Housing Infrastructure Fund, Housing and Growth Deal, City Deal, LGF, Internal funding sources and others.

Role Responsibilities:

This is a list of the main duties or tasks that the post holder will be expected to undertake.

1. Lead, coach, support, motivate and monitor employees in order to develop and improve their performance, to ensure customer needs are met and sound technical and project management techniques and disciplines are embedded within the team.
2. Forecast and manage the budget for own area of responsibility to ensure budgets are achieved whilst maintaining the balance between the delivery time and outcome/objectives.
3. Identify priorities and the services that flow from the objectives ensuring alignment with corporate direction, identifying resourcing needs and the ongoing selection, performance management and learning and development of staff to ensure service delivery is optimised
and to meet the changing profile of the business.
4. Build, promote and maintain effective communication with all relevant stakeholders (Members, Parish Councils, The Public, District Councils and various supply chain partners) to ensure the sharing of consistent, accurate and pertinent information.
5. Build and manage effective partnership relationships with internal teams and external stakeholders and contractors to achieve shared outcomes so that best practice and optimal service delivery can be achieved in a co-ordinated cost effective manner, in line
with council policies and procedures.
6. Accountable for the accurate recording of information in line with council policies and procedures to meet any legislative and contractual requirements and to enable accurate analysis and forecasting.
7. Lead the preparation and coordination of reports, documents and information, undertaking quality control to enable effective governance of decision making.
8. Promote and manage a positive and proactive Health & Safety culture to ensure Health and Safety is embedded into everyday working and legislative requirements are met.
