Job Purpose & Context:
Managing a small group within a team of professional and technical staff to ensure proposed highway schemes are designed, constructed and implemented in line with statutory obligations, City Council policies, standards and specifications for adoption as publicly maintainable highway. The Team oversee the Section 38 schemes and some of the smaller 278 Schemes.
Accountabilities:
· Manage a small group of staff engaged in assessing and processing the S38/S278 (Highways Act 1980) applications through to adoption
· Oversee some of the larger Section 38 schemes and liaise with developers and other clients to ensure schemes are being built to the correct adoptable standards
· Manage, coach and support staff within the team to achieve our objectives
· Meet your responsibilities as an individual, and as a representative of the council, for the health, safety and wellbeing of staff, contractors, service users, and the public in accordance with legislation and the councils policies and procedures
· Provide a high quality and cost-effective engineering consultancy service to support the delivery of highway and other engineering-related schemes
· Manage external consultants including design checking and supervision of schemes
· Ensure scheme fees and bond calculations have been prepared and checked correctly
Skills, knowledge & experience:
· Detailed knowledge of highway engineering
· Considerable senior experience delivering schemes and initiatives in a service or operational area that is relevant to the area within the remit of the post
· Considerable experience working in S38 environment or similar
· Working within the framework of highway legislation and statutory procedures, preferably on S38/S278 Schemes
· Providing leadership that empowers colleagues and staff to achieve results
· Managing and monitoring performance effectively and setting clear objectives for the review of individual and service-level performance
· Carrying out feasibility / highway design and / or effectively managing highway construction schemes
· Making an effective contribution to internal and external meetings
· Working effectively with others to deliver schemes
· Developing productive working relationships that command respect, trust and confidence
Qualifications & Training:
· No essential qualifications as long as candidates can demonstrate all the technical knowledge and experience set out above
