Main Purpose of Post:

Re (Regional Enterprise) Limited is a joint venture between Capita plc and London Borough of Barnet to improve and deliver the full range of property, development and regulatory service for the authority.
Working within the Highways Asset Operations Team for Re Highways, provides a fast paced and challenging workload. This team delivers capital works to improve the condition of the Barnet highways infrastructure. The team are responsible for identifying, designing and implementing all planned capital improvements to the borough highway and transport assets. The post holder will be responsible for the asset management of the highways structures, maintaining and improving the integrity of the assets in accordance with legislative and best practice guidelines.


This role will be based in Colindale. Travelling may be required to other Capita offices on occasions.

Role and Responsibilities
To undertake and commission the asset management of the highways structures including the Bridge Assessment Programme.
To develop programmes of works to ensure effective management of the highways structures, and identify and seek relevant funding and resources.
To provide professional, technical support and advice in relation to highways structures to support the delivery of the Council’s statutory duties and corporate priorities.
To lead the successful delivery of highways engineering structural schemes and programmes, from inception through to final completion, including commissioning consultants and contractors as appropriate.
To undertake Approval in Principle procedures on behalf of the Council (as Technical Approval Authority) for the assessment, modification and new construction of any type of Council owned or private structure on public roads.
To ensure the necessary technical, administrative and financial approvals are in place for the preparation, supervision and administration of the highways contracts.
To prepare estimates and lead on the supervision of contracts to ensure compliance with contract specifications, financial regulations, standing orders and the relevant legislation.
To act as structural consultant to other departments on a range of Council projects of various types and scale, providing designs, advice and technical information from inception to completion when required.
To ensure that the contractors are delivering quality services in compliance with specifications, through maintaining adequate records to address non-compliance issues and resulting remedial actions.
To represent the Council's interests on various inter‑borough or national liaison and technical groups (as appropriate)
To liaise with, where appropriate, other Capita offices, customers and stakeholders, to ensure that work programmes are coordinated and projects are delivered to programme and budget.
To achieve successful partnership working with public, private and community sector organisations and stakeholders.
To carry out technical investigations as directed, including the preparation of reports on findings.
To liaise and deal courteously and in line with policy with all enquiries from elected Members, members of the public, and stakeholders, including the preparation of letters, technical reports and other documents as required.
To maintain technical and resource records in accordance with Capita’s procedures as outlined in the Business Management System.
To be aware of the best value aspects of providing professional/technical service and to assist in the achievement of these.
Attend internal and external meetings, and represent the service at public and other meetings as directed.
To take ownership of personal training and development needs, and keep up to date with latest industry developments.
Carry out duties with due regard to the Re’s Customer Care, Equal Opportunities, Information Governance, Data Protection and Health and Safety policies and procedures.
Undertake any other duties commensurate with the general level of responsibility of this post.

Financial and Asset Responsibilities
To prepare estimates, supervise and administer contracts and to control any resources allocated ensuring compliance with financial regulations, standing orders and the relevant legislation.
Proactive financial management and monitoring of budgets and projects
Assist with the maintenance of the Highways programme databases to control programme, income and expenditure.

Performance Measures
Programme achievement.
Budget achievement / management.
Adherence to relevant Standing Orders, contractual procedures and the preparation of comprehensive contract records for all projects.
Contributions to reports and other documents.
Technical competence.

In order to deliver the service effectively, a degree of flexibility is needed and the post holder may be required to perform work not specifically referred to above. Such duties, however, will fall within the scope of the post, at the appropriate grade.

Requirements (Essential)
Excellent structural engineering and asset management knowledge and knowledge of associated IT systems, applications and packages (including Bridge Station)
Good knowledge of engineering contracts, contract procedures and contract law for delivery of works, including Construction Design and Management Regulations (2017)
Must be able to demonstrate suitable relevant experience in highways contract supervision, including the preparation of contract bill of quantities, specifications and associated contract documents
Degree in Civil Engineering / Transportation or equivalent relevant experience
General knowledge of highways and transport policies and associated working knowledge of legislation
Experience of working with consultants/contractors
Effective communication skills, both written and verbal
Good IT skills
Good budgetary management skills
Ability to keep good work records
Valid clean driving licence
Own means of transport
Occasional out of normal hours working
